LEBANON LANDFILL REGULATIONS

PURPOSE: In the interest of operating a safe and efficient Landfill, the City of Lebanon has established these regulations.

HOURS: 8:30 am to 5:00 pm Monday through Friday, and 8:30 am to 2:00 pm on Saturday. Commercial accounts must arrive no later than 4:00 pm Monday through Friday, and no later than 1:00 pm on Saturday.

HOLIDAYS: The Landfill is closed on the following holidays: New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving and Christmas.

GENERAL RULES:
1. All vehicles must have a valid permit issued by their community.

2. Refuse is to be deposited only in designated areas.

3. Drive only on established roads.

4. Removal of material from the solid waste facility is prohibited.

5. Children under 12 years of age must remain in the vehicle on Landfill property.

6. Children under 12 years of age must be supervised by an adult while outside of the vehicle at the Recycling Center.

7. No bare feet allowed on Landfill property.

8. All vehicles, except those being weighed, must stop at the window on the right side of the scale house to be checked in.

9. The speed limit on Landfill roads is 20 m.p.h.

MATERIAL DEPOSITING:
1. Large metal objects (auto parts, appliances, etc.), wood and tires are to be deposited as directed by the attendant.
NOTE: There is an additional charge for tires: Auto, light truck & motorcycle $2.00 each; Commercial truck $6.00 each; Construction Equipment and farm tire $200/ton.

2. Construction rubble may be brought to the Lebanon Landfill if it is coming from the resident's own home and is under 2 ½ cubic yards. Larger loads and rubble coming from construction or commercial site must be brought to the Hartford Transfer Station.

3. No general rubbish is to be deposited in the wood, metal, tire or recycling area.

4. If you have any questions regarding where to deposit materials, please ask the attendant.

6. Hazardous wastes and materials noted as unacceptable by the attendant are not to be deposited at the Lebanon Landfill. Some materials are accepted at the Hartford Transfer Station.  There are also two household hazardous waste collection events held at the Lebanon Solid Waste Facility annually.  See attendant for details.


SCALE WEIGHING:
1. All large loads must be weighed.

2. Wait until the vehicle in front of you as been off the scales 3 to 5 seconds before going on scales.

3. Brake lightly on scales, no fast stops or starts. Damage to scales from failure to stop or start properly may result in individuals/firms responsible being held pesonally liable.

4. Stay in vehicle until attendant lets you know when to go or give him your ticket(s).

5. All loads are to be dumped as directed by the Landfill attendant.

6.A minimum charge will be assessed for scale users.  The minimum charge is equivalent to 200 pounds.  

FEES/STICKERS:
1. Resident Refuse/Recycling Sticker
Stickers are available at the Landfill only. You must be able to prove your residence. Stickers are available for residential addresses only. No sticker is to be conveyed for use for recyclable materials generated from a commercial property. Possession of a resident sticker allows only materials from residential addresses to be deposited. Stickers must be placed on the driver side, lower outside corner of the windshield.

2. Ticket Booklets
Landfill ticket punch cards are sold only to residents of those towns contracting to use the Landfill or owners of property in the respective contract towns to allow for disposal of waste from that contract town area. Each punch is good for the disposal of up to 29 pounds of waste, excluding tires. Punch cards contain 10 punches and cost $10.00.   Punch cards may be purchased at Lebanon City Hall or either Library for Lebanon residents or at the administrative offices of the contract towns. No refunds or credits are issued.
NOTE: Any load under 16 pounds will cost only 50 cents.

3. Commercial Haulers
All commercial haulers must register with the Landfill Attendant. The tipping fee is $68.68 per ton with a minimum disposal charge of 200 pounds.

4. At the discretion of the Attendant vehicles are subject to being weighed in and/or inspected.

5. Cash transactions at the Landfill are prohibited.

ENFORCEMENT AND PENALTIES: 1. Entrance into the Landfill constitutes acceptance of these rules. The City of Lebanon reserves the right to take whatever measures are necessary to ensure these regulations are complied with. These measures include, but are not limited to, inspecting loads and requiring users to segregate/remove unauthorized items.

2. Any person or firm violating these rules is subject to any or all of the following: removal of unacceptable material; suspension of right to use the Landfill for a duration determined by the City Manager; imposition of a fine up to $1,000.00 pursuant to RSA 47:17; forfeit of permit fee.
